Through the Leadership of H .E Governor Charity Kaluki Ngilu,the CPSB of Kitui County wishes to advertise to the General public the job vacancies available at the moment.

Kitui County Public Service Board (CPSB) is a body corporate established under Section 57 of the County Governments Act, 2012 pursuant to Article 235 of the Constitution of Kenya 2010. Section 59 of  the County Governments Act 2012 outlines the functions of the CPSB among them being “appoint persons to hold or act in offices of the county public service including in the Boards of cities and urban  areas within the county and to confirm appointments”.

Pursuant to the above constitutional and legal provision, Kitui CPSB invites applications from qualified persons to be considered for the positions below:

1. Medical Specialist I (2 Physicians, 2 Surgeons, 1 Radiologist, 1 Obstetrician/ Gynecologist, 1

Public Health Specialist, 1 Anesthesiologist, 1 Pediatrician, 1 Ophthalmologist), Job Group ‘Q’

Ten (10) Posts

Terms of service: Permanent

Requirements for Appointment:

 Be a citizen of Kenya;

 Bachelor of Medicine and Bachelor of Surgery (MBChB) degree from a recognized institution

 Have a Masters of Medicine (MMed) from a recognized institution ;

 Served in Job Group ‘P’ for a period not less than 3 years;

 Valid practicing license from Medical Practitioners and Dentists Board;

 Certificate in Strategic Leadership Development Program lasting not less than 6 weeks from a recognized institution; 

 Demonstrate professional competence and managerial capability as reflected in performance and results; and  

 Demonstrate understanding and commitment to the values and principles as outlined in Articles 10 and 232 of the Constitution of Kenya; and

2. Senior Medical Specialist (1 Obstetrician/ Gynecologist, 1 Pediatrician, 1 ENT Surgeon, 1 Clinical Pharmacist), Job Group “R” Four (4) Posts

Terms of service: Permanent

Requirements for Appointment:

 Be a Kenyan Citizen;

 Bachelor of Medicine and Bachelor of Surgery (MBChB) degree from a recognized institution;

 Have a Masters of Medicine (MMed) from a recognized institution;

 Served in Job Group ‘Q’ for not less than 3 years;

 Valid practicing license from Medical Practitioners and Dentists Board;

Terms of service: Permanent

Requirements for Appointment:

 Be a citizen of Kenya;

 Bachelor’s Degree in either Nursing or Midwifery from a recognized institution;

 Registration certificate issued by the Nursing Council of Kenya (NCK);

 Valid practicing license from the Nursing Council of Kenya; and

 Certificate in computer application skills from a recognized institution.

 

Duties and Responsibilities:

Reporting to the Senior Nursing Officer, the officer will be responsible for:

 Providing holistic care by carrying out risk identification and assessment of an individual throughout the lifespan;

 Performing a comprehensive physical examination within various settings;

 Assessing, formulating, planning and implementing evidence based nursing care for client/patient;

 Creating and maintaining a safe nursing care environment for client/patient;

 Carrying out patient audits to improve client/patient care;

 Collaborating and maintaining effective working relationships among interdisciplinary teams to support client/patient and their families;

 Carrying out therapeutic communication with the patient/client;

 Conducting community health risk assessment and providing outcome based interventions;

4. Kenya Registered Community Health Nurse III, Job Group ‘H’ One Hundred and Ten (110) Posts

Terms of Service: Permanent

Requirements for Appointment:

For appointment to this grade, the officer must;

 Be a Kenyan citizen;

 Diploma in any of the following disciplines: Kenya Registered Community, HealthNursing, Kenya Registered Nursing, Kenya Registered Midwifery, Kenya Registered Nursing/ Midwifery or Kenya Registered Nursing Mental Health and Psychiatry from a recognized institution;

 Valid practicing license from the Nursing Council of Kenya;

 Registration Certificate issued by the Nursing Council of Kenya; and

 Certificate in computer proficiency from a recognized institution.

 

Duties and Responsibilities:

 

 Assessing, planning, implementing nursing interventions and evaluating patients outcomes;

 Providing appropriate healthcare services including Integrated Management of Childhood Illness (IMCI), immunization, PMTCT, ante-natal care and delivery, providing health education and counselling to patients/clients, and community on health identified needs;

5. Enrolled Nurse III, Job Group “G” Twenty (20) Posts

Terms of service: Permanent

Requirements for Appointment

 Be a Kenyan citizen;

 Certificate in any of the following disciplines: Kenya Enrolled Nurse, Kenya Enrolled Community Health Nurse, Kenya Enrolled Midwife, Kenya Enrolled Psychiatric Nurse/ Midwife from a recognized institution;

 Enrollment Certificate issued by the Nursing Council of Kenya.

 Valid practicing license from Nursing Council of Kenya; and

 Certificate in computer application skills from a recognized institution.

Duties and Responsibilities

 Assessing patients and clients and establishing health care needs;

 Planning and implementing nursing care interventions based on patients’/clients’ health needs;

 Providing appropriate healthcare services, including immunization, ante-natal care, delivery, referring patients and clients appropriately;

 Evaluating healthcare outcomes on patients/ clients’ preparing individualized reports;

Terms of service: Permanent

Requirements for Appointment:

For appointment to this grade, an officer must:-

 Be a Kenyan Citizen;

 Basic diploma in Medicine/ Surgery from a recognized institution;

 Registered with Kenya Clinical Officers Council; and

 Higher National Diploma in the relevant field.

Duties and Responsibilities:

 Training, counselling and guiding students attached to the hospital or health centre;

 Curriculum development, its implementation and evaluation;

 Supervising and guiding junior staff;

 An officer at this level may also be deployed to take charge of a large health centre or to be the Clinical Officer in charge of special Clinics/ Departments in a hospital e.g. ENT, Orthopedics, Pediatrics,Reproductive Health, Ophthalmology, Anesthesia, Lungs & Skin;

 Any other duty as may be assigned by a competent authority.

7. Registered Clinical Officer (RCO), Job Group “H” Thirty Two (32) Posts

Terms of service: Permanent

Requirements for Appointment:

 Be a citizen of Kenya;

 Have attained Kenya Certificate of Secondary Education (KCSE), mean grade C, with at least C in Biology, English or Kiswahili and a C- in any other science subjects

 Have successfully completed at least three (3) years pre-service training at a Medical Training College or any other recognized Medical Training Institution and have been awarded a Diploma in Clinical Medicine/ Surgery or its equivalent; and with one year’s internship in a recognized
hospital;

 Registration Certificate issued by the Clinical Officers Council.

Duties and Responsibilities:

 Seeing and examining patients;

 Diagnosing and treating patients’ ailments at an Outpatient/Inpatient department in a hospital, health centre or Dispensary;

 Assist in planning and conducting Community Health Care activities;

 Teaching students attached to hospitals and health centers;

 Supervising and counseling a small number of staff engaged on routine patients’ care;

 Giving support and health education to patients; and

 Any other duty as may be assigned by a competent authority.

8. Radiographer III, Job Group “H” Thirteen (13) Posts

Terms of service: Permanent

Requirements for Appointment:

 Be a citizen of Kenya;

 Kenya Certificate of Secondary Education (KCSE) mean grade C (plain) with grade C (plain) in English/Kiswahili, Biology/Biological Sciences or Physics/Physical Sciences and C- in Mathematics; and

 Diploma in any of the following: Diagnostic Radiography/Medical Imaging Sciences, Ultrasound, Computerized Tomography, Magnetic Resonance Imaging, Mammography, Nuclear Medicine, Radiation Therapy and Digital Medical imaging equipment or its equivalent from a recognized Institution.

Duties and Responsibilities:

Under supervision of a more senior officer, the officer will be responsible for:

 providing radiographic services to the patients;

 processing, verifying and maintaining information relating to patients;

 Ordering and maintaining records of radiographic and photographic supplies; and

 Any other duty as may be assigned by a competent authority.

9. Pharmaceutical Technologist III, Job Group “H” Fourteen (14) Posts

Terms of service: Permanent

Requirements for Appointment:

 Be a citizen of Kenya;

 Kenya Certificate of Secondary Education (KCSE) mean grade C (plain) and at least a C in Chemistry or physical Science, a C in Biology or Biological Sciences and a C in English or Kiswahili. In addition he/she must possess a C in Physics or Mathematics; OR

 Kenya Certificate of Education (KCE) Division two (II) with a credit pass in Chemistry or Physical Science, Biology and a credit in English or Kiswahili with a pass in Physics or Mathematics; OR

 A level certificate with a principal pass in Chemistry or Biology and a subsidiary pass in either Physics or Mathematics;

 Diploma in Pharmacy award from Kenya Medical Training College or from any other recognized and approved institution; and

 A registration Certificate on enrollment as a Pharmaceutical Technologist by the Pharmacy and Poisons Board (PPB) as per provision of Pharmacy and Poisons Act (Cap 244).

Duties and Responsibilities:

 Receiving, Interpreting and processing prescriptions;

 Recording prescriptions in a unit pharmacy;

 Pre-pack, repack and write instructions on the label;

 Counseling patients on drug usage;

 Maintain books/register of drugs;

10. Assistant Health Records and Information Management Officer III, Job Group “H” Fifteen (15) Posts

Terms of service: Permanent

Requirements for Appointment:

 Be a citizen of Kenya;

 Diploma in Health Records and Information Technology from a recognized institution; and

 Certificate in computer application skills from a recognized institution.

Duties and Responsibilities:

Under supervision of a more senior officer, the officer will be responsible for:

 receiving and documenting patients at hospital reception;

 registering and booking appointment for patients to clinics and consultants;

 storing and retrieving medical records documents;

 preparing clinics;

 updating bed bureau;

 editing of patient case records;

 gathering data from different sources;

 capturing data from service points;

 maintaining record safety and confidentiality;

 storing and retrieving medical records;

 balancing daily bed returns;

 creating and maintaining master index;

11. Medical Laboratory Technologist III, Job Group “H” Thirty three (33) Posts

Terms of service: Permanent

Requirements for Appointment:

 Be a citizen of Kenya;

 Kenya Certificate of Secondary Education (KCSE) mean grade C (plain) or its equivalent qualification with at least C in Biology or Biological Sciences, Chemistry or Physical Science, English or Kiswahili and C in Mathematics or Physics;

 Diploma in Medical Laboratory Sciences from Kenya Medical Training College or any other

institution recognized by the Kenya Medical Laboratory Technicians and Technologists Board; and  

 Be registered by the Kenya Medical Laboratory Technicians and Technologists Board.

Duties and Responsibilities:

Under supervision of a more senior officer, the officer will be responsible for:

 Offering general diagnostic or other laboratory services in a Medical Laboratory, blood transfusion services or Division of Vector Borne Diseases; 

 Registered Medical Laboratory Technologist;

12. Laboratory Technologist (Histopathologist), Job Group “L” Two (2) Posts

Terms of service: Permanent

Requirements for Appointment:

 Be a citizen of Kenya;

 Diploma in Medical Laboratory Services from KMTC or any other equivalent qualification from an institution recognized by the Kenya Medical Laboratory Technicians and Technology Board (KMLTTB); 

 Higher national diploma in Histology/Cytology from KMTC or any other equivalent qualification from an institution recognized by KMLTTB; 

 At least Two (2) years’ experience in a busy histology laboratory department;

 Registration Certificate issued by KMLTTB;

 Valid practicing license from KMLTTB;

 Certificate in Computer Proficiency from a recognized institution.

Duties and Responsibilities:

 Decontaminating working benches ;

 Receiving and scrutinizing laboratory requisition forms and specimens;

 Preparing clients for collection of specimens;

 Receiving, collecting, labelling and registering and specimens;

 Disaggregating specimens for processing and analyses;

 Preparing reagents;

 Examining specimens;

 Writing and recording and recording of results;

 Dispatching the results for use in clinical management;

13. Nutrition and Dietetics Technologist III, Job Group “H” Eleven (11) Posts

Requirements for Appointment:

 Diploma in Community Nutrition, Clinical Nutrition or Nutrition and Dietetics from a recognized training institution; 

 Registration by the Council of the Institute of Nutritionists and Dieticians (CIND); and

 Certificate in Computer Application Skills from a recognized institution.

Duties and Responsibilities

 Implementing nutrition programmes;

 Providing nutrition services in health care facilities;

 Conducting nutrition assessments;

 Collecting and compiling nutrition data;

 Providing nutrition health education and demonstrations;

 Counselling of patients with specific nutritional needs;

 Monitoring preparation of therapeutic feeds;

14. Nutrition and Dietetics Officer, Job Group “K” Three (3) Posts

Duties and Responsibilities

 Preparing and implementing therapeutic diets for outpatients and inpatients;

 Providing guidelines on therapeutic diets for existing and emerging diseases for hospital use and home based care and other institutions;

 Treating and counselling patients using specialized dietetic nutritionally modified products;

 Implementing the nutrition and dietetic process including screening;

 Assessing, formulating and implementing nutrition interventions and evaluating outcomes;

 Providing nutrition support in patient management in health care facilities;
 Developing anddisseminating nutrition behavior change communication, information, education and communication materials;

15. Physiotherapist, Job Group “K” Two (2) Posts

Requirements for Appointment:

 Be a citizen of Kenya;

 Bachelor’s degree in Physiotherapy from a recognized institution;

 Certificate of registration from Physiotherapy Council of Kenya;

 Current certificate of practice from Physiotherapy Council of Kenya (PCK); and

 Certificate in Computer Application skills.

Duties and Responsibilities:

Under supervision of a more senior officer, the officer will be responsible for:

 Screening, assessing and providing therapeutic exercises, manual therapy, electrotherapy and hydrotherapy as per the patients/clients formulated treatment plan at an outpatient unit/ward/health institution;

 Carrying out physical disability assessments and categorization, registration and other services;

 Verifying and maintaining information and records relating to patients;

 Carrying out home visits and following up on patients progress;

 Collecting data for operational research;

 Sensitizing the community on physiotherapy issues;

16. Assistant Physiotherapist, Job Group “H” Six (6) Posts

Requirements for Appointment:

 Be a citizen of Kenya;

 Diploma in Physiotherapy from a recognized institution;

 Current certificate of practice from Physiotherapy Council of Kenya (PCK); and

 Certificate in Computer Application skills.

Duties and Responsibilities:

Under supervision of a more senior officer, the officer will be responsible for:

 Providing physiotherapy services to in-patients and out-patients at an outpatient unit/ward/health institution;

 Assessing patient needs including rehabilitation;

17. Occupational Therapist, Job Group “K” Two (2) Posts

 Bachelor’s degree in Occupational Therapy from a recognized institution; and

Duties and Responsibilities:

Under supervision of a more senior officer, the officer will be responsible for:-

 Assessing, formulating and implementing patient’s treatment plan;

 Carrying out clients functional assessments and formulating necessary interventions;

19. Orthopaedic Trauma Technologist III, Job Group “H” One (1) Post

Terms of Service: Permanent

Requirements for Appointment: For appointment to this grade, the officer must;

 Be a Kenyan citizen;

 Have a Diploma in Orthopaedic Plaster Technology from a recognized; and

 Certificate in computer application skills from a recognized institution

Duties and Responsibilities:

Under supervision of a more senior officer, the officer will be responsible for:-

 Correcting Congenital Talipes Equino-Varus (C.T.E.V);

 Manipulating and reducing, fractures and dislocations;

 Fixing and removing casts, bandages and tractions to and from patients;

 Counseling patients/clients with Orthopaedic trauma needs;

 Cleaning and treating simple wounds resulting from Orthopaedic trauma;

 Documenting Orthopaedic and trauma cases;

 Assessing and referring patients with musculoskeletal conditions; and

 Any other duty as may be assigned by a competent authority.

 

20. Medical Engineering Technologist III, Job Group “H” Three (3) Posts

Terms of service: Permanent Requirements for Appointment:

 Be a citizen of Kenya;

 Ordinary Diploma Certificate in Medical Engineering from a recognized institution; or

 Have successfully completed an Ordinary Diploma course in Electrical, Electronics or Mechanical Engineering from a recognized institution and also be ready to undertake a one year work experience in Medical Engineering or Health Technology related field.

Duties and Responsibilities:

Under supervision of a more senior officer, the officer will be responsible for:-

 Equipment fault diagnosis and basic repair and maintenance;

 Appreciating the principle of operation of the standard equipment in most health institutions;

 Any other duty as may be assigned by a competent authority.

21. Orthopaedic Trauma Technician III, Job Group “G” Five (5) Posts

Terms of Service: Permanent Requirements for Appointment:

For appointment to this grade, the officer must;

 Be a Kenyan citizen;

 Certificate in either Orthopaedic Plaster and Traction Technology or Orthopaedic Plaster Technology from a recognized institution; and  Proficiency in computer applications.

Duties and Responsibilities:

Under supervision of a more senior officer, the officer will be responsible for:-

 Carrying out minor Orthopaedic operative techniques involving insertion and removal of Steinman’s pins and skull calipers;

 Correcting Congenital Talipes Equino-Varus (C.T.E.V);

 Manipulating and reducing, fractures and dislocations;

 Fixing and removing casts, bandages and tractions to and from patients;

 Participating in the management of minor Orthopaedic and trauma cases in emergencies and accidents;

 Sensitizing and creating awareness on Orthopaedic trauma conditions to the communities;

 Counseling patients/clients with Orthopaedic trauma needs; and

 Any other duty as may be assigned by a competent authority. 22. Senior Supply Chain Management Officer, Job Group “L” One (1) Post Terms of service: Permanent

Requirements for Appointment:

 Be a citizen of Kenya;

 Bachelor’s degree in any of the following disciplines:- Business Administration (Supplies Management Option), Commerce, Marketing, Economics, Statistics, Procurement and Supplies Management, Law or any other relevant field from a recognized Institution;

 Relevant working experience of at least three (3) years;

 Diploma in Supplies Management or its equivalent qualification from a recognized Institution; and

 Shown merit and ability as reflected in work performance and results.

Duties and Responsibilities:

 Supervise and provide guidance and advice in areas pertaining to Supply Chain Management to officers working under the officer;

 Assisting in procurement, preparation of procurement plans, market survey and research;

24. Health Administrative Officer II, Job Group “J” Eleven (11) Posts

Terms of service: Permanent Duties and Responsibilities:

Under supervision of a more senior officer, the officer will be responsible for:-

 Procurement, provision and maintenance of facilities;

 Preparation of budgets;

 Overseeing welfare of staff and patients and ensuring their security; and  General upkeep of the hospital; and

Requirements for Appointment:

 Be a citizen of Kenya;

 Bachelor’s degree in any of the following social sciences:- Government, Anthropology, Sociology, Business Administration, Public Administration, Commerce, Health Economics or its equivalent qualification from a recognized institution; and

 Proven proficiency in computer applications

 

 

 

 

Salary Scale:
The salary, allowances and other benefits attached to the above position will be as determined by the Salaries and Remuneration Commission.
