Kitui County Treasury CECM Hon. Mary Nguli on Friday, July 27, 2018 officially launched county citizen’s budget guide that simplifies the lengthy version of the county’s 2018/19 financial year budget passed by the assembly representatives on 30 th June this year to ensure locals have a better understanding of the planned development projects by the county government.The county finance minister further added both transparency in government operations and accountability of the officers shall be keenly scrutinized to keep away the likelihood of public funds embezzlement cases.Nguli pledged to step up people’s participation in the county administration to ease achievement of Governor Ngilu’s Five-Pillared manifesto.
Speaking from her office , the County Treasury Member released over 300 copies of budget guide, in a first of its kind initiative and urged other county government Finance Executive’s to emulate her steps and ensure effective continuous dissemination of government information in a manner easily understood by Kitui locals.The simplified county budget version highlights Governor Ngilu’s key development plans to be undertaken during the current 2018/19 Financial Year, FY.A total of over 1.2 Billion Shillings has been allocated to governors’ most crucial Food and Water pillar in the dubbed Musangi_Budget.
The Country Treasury boss further laid out a comprehensive structure of the projected Health Care pillar that amounts to 2.8 Billion including allocations for the county health personnel, maternal and child health programmes.Also featured in the public health structure is the Universal Health Care Project, county allocations to preventive and promotive healthcare services including free primary in all community public health centres, regular countywide immunization as well as the cost sharing refunds for County Health Insurance Cover (CHIC)
Under Education and Youth Development Pillar, Ms. Nguli pointed the scheduling of various vocational youth training and skills development programmes for self-empowerment among the youths to cut-off their dependency rate from their parents and the government aid.Other programmes promoting youths’ education as well as the County Empowerment Fund ,CEF whose largest portion targets to uplift county youths’ welfare. Kitui county women are also in inclusion.Nguli added that the department has so far set aside budgetary slot to enhance women empowerment initiatives across the county.
Trade development, construction of an abattoir, setting up and installation of various value addition machinery such as processing machines, interlocking brick making machines, ballast crushers, garment making machines, branding of county products, mineral resource development and many other ongoing and the completion is expected before the current financial year lapses.The planned rural road infrastructure projects, housing development project, land survey and titling, ICT infrastructure development, and adoption of alternative technologies including solar lighting projects are the propelling forces to the realisation of the named projects.
“Clearly, the Governor has given the best leadership. The Government is on track and am personally satisfied and happy that we can account for the short period we have been in office. It is instructive to note that public resources have been put to the best use and reforms are underway to improve on efficiency in execution of projects,” she concluded.
Madam Nguli appreciated the locals turn up to the public participation forums held by the county governance on budgetary matters and welcomed their divergent views on various financial issues.
