Machakos County Governor Alfred Mutua has charmed and enraged many in equal measure with his unrelenting Maendeleo Chap Chap movement which seeks to dispel the archaic bureaucratic approach to development and instead works on a ‘quick fix’ premise.
Maendeleo Chap Chap is a movement that has put Governor Mutua in the limelight since he rose to power three years ago. Mutua has broken record by his speedy development of projects that historically took long to accomplish.
Gov. Mutua came under enormous criticism after he tarmacked a 30km road in record three months. Governor Mutua had contracted 30 contractors each working on a one kilometer stretch of the road.
He however has risen above his critics and continues to surprise many, on July 21 Governor Mutua inspected ongoing tarmacking of 14.2 Km Kathiani-Kangundo roads.
“Maendeleo Chap Chap advocates for speedy and efficient implementation of development projects and delivery of services to Wananchi. It is also about ensuring there is no wastage of public resources and unnecessary bureaucracy-a shift from the old way of doing things.” Mutua said while inspecting the project.
The governor added that the new road is among the many being constructed by engineers and experts that the county government has employed, meant to ensure that there is accountability and standards are met.
“The Maendeleo Chap Chap philosophy helps the County Government to monitor and evaluate all projects it is undertaking while squeezing the coin.” Mutua said.
