A determined Raila Odinga is planning to roll out massive constitutional changes that would see re-introduction of prime minister post, an ODM lawyer has revealed.
Viewed as the final attempt to dislodge imperial presidency, Raila will also push for rotational presidency and strengthening of devolved system of governance.
“The ultimate goal of people’s assembly would be referendum on critical issues. We are targeting expanded executive that would see inclusion of Prime Minister position.
“Further, we shall ensure presidency is rotational so that even the minorities would be part of government,” said the lawyer in confidence.
Last week, top strategist David Ndii insisted that NASA would push for fresh elections adding that there would be referendum.
“The people’s assembly would culminate into referendum. We must also ensure there are elections by August,” he said.
Constitutionally, a referendum can materialise upon collection of 1 million signatures or, if such a motion is successfully passed by more than half of regional assemblies.
