Kitui County Assembly is in tension after the county Speaker George Ndoto allegedly delayed debate on a motion seeking to remove the clerk from office.
The petition which is seeking to remove Elijah Mutambuki from office was signed by all the 54 members of the County Assembly (54) and submitted to the speaker on june 19 and is not yet acted upon to date.
According to the MCAs, Ndoto is using his position as the chairman of county assembly service board to defend Mr Mutambuki from being discussed and punished over what they allege to be gross misconduct.
In the petition dated June 14, the MCAs accuse the clerk of using abusive and belittling language against them and frustrating their work by withholding their allowances.
According to the MCAs, the clerk delays their sitting allowances and local and foreign travel allowances and only releases them after being pressurized. They also complain that Ndoto has refused to submit car and mortgage regulations to the county treasury for processing.
“We the undersigned petitioners being MCAs draw the attention of the Board that Section 22 of the County Assembly Services Act provides that the clerk may be suspended or removed from office due to gross misconduct, incompetence or violation of the Constitution,” the petition reads.
Mr Ndoto however denied claims of him shielding Mr Mutambuki from scrutiny, adding that it will not be easy to remove the clerk because the process provided for in law is long and tedious.
