The County Assembly of Kitui yesterday approved a motion on the abortive consultative meeting between the County Executive and the Assembly.
The MCAs during a Wednesday afternoon Sitting Unanimously passed the motion on the unsuccessful Mombasa meeting between Governor Charity Ngilu and the legislative arm of the County Government which was to be held last week from 4th to 8th .
According to the motion tabled in the House by the Majority Leader Hon. Peter Kilonzo (Athi Ward), the Governor had through a letter dated August 30th, 2018 invited the Ward Reps for the meeting to discuss among other issues, equalisation in development in the vast county.
While moving the motion, Hon. Kilonzo said the Governor’s move to cancel the meeting exposed the House to embarrassment and public ridicule. “Mr Speaker, the governor’s action caused us a lot of ridicule, exposing us as very desperate and… we were depicted as people who were out to squander public resources,” he said.
While debating, majority of the MCAs demanded for an apology from the County boss and called for the House Committee on Procedure and Rules to formulate rules of engagement between the Executive and the Assembly to avert similar incidents in the future.
The House also resolved that the MCAs should urgently come up with a Ward Equalisation Fund of at least 30% of the annual development budget which will ensure equalization of development among the Wards.
In his remarks Speaker George Ndotto affirmed that the MCAs went to Mombasa following the invitation of the Governor. “Beyond any reasonable doubt the trip to Mombasa was official. The trip to Mombasa was initiated by the Executive in consultation with the Assembly,” he said refuting claims in the media that the MCAs were stranded in Mombasa after the meeting aborted.
