Black, Omwange fired as broke County sacks over 500 casuals


Ngilu’s technical advisor, Black and head of Twitter Dennis Omwange have been shown the door alongside over 500 other casual employees whose contracts County Government terminated in its latest move to cut down on ballooning wage bill.


In an internal memo dated October 7th 2019, Ag Finance CEC Ben Katungi directed all accounting officers to terminate the contracts with immediate effect save for the market cleaners in Kitui Municipality, Mwingi town and ministry of Public service and administration owing to severe cash crunch facing the Ngilu led administration.

The County government of Kitui is going through a very tight fiscal space owing to the very many competing needs and in a bid to save resources and channel them towards implementation of life changing projects, further austerity measures will be effected” read part of the later.


The letter further said that the expelled casuals will only receive pay for services offered from July to September 2019 as the respective budget for casuals in the 2019-2020 financial Year had been scaled down.

The move to unceremoniously Sack hundreds of Kitui sons and daughters is a clear sign that Governor Ngilu has reneged on a promise to empower the youth and the women of this County.


It’s unfortunate that the very Governor who has been on forefront crusading for creation of jobs for the youth has had hundreds of youth and women ejected from their only source of livelihood” lamented one of the fired casuals who did wish to be named.

In July, the County Assembly decried unbridled, unauthorized engagement of casuals which they said had bloated the annual wage bill from Sh 2.9 billion in 2016/2017 to Sh 4.5 billion in 2018/2019.
