A motion on adoption of the report by the committee on Basic Education, Training and Skills Development on the Implementation Status of the model Early Childhood Development (ECDE) in Kitui County was approved.
The Report which was moved by Hon. Ruth Kyene (Nzambani) who is also the Vice chairperson of the said committee and Seconded by Hon. Philip Nguli (Migwani) garnered massive support from the Honorable members.
The genesis of this report was a motion on implementation of Model Early Childhood Development Education in Kitui County which was tabled in the House by Hon. Johnson Kanandu (Mumoni) during the afternoon plenary sitting of Tuesday 3rd July, 2018.
Through this motion, the House had resolved that the CEC Member for Basic Education, ICT and Youth Development ensure that; the County Government complies with Early Childhood Service Standard Guidelines when constructing ECDE classrooms, provide water and toilets, and upgrade the existing ones to match with the guidelines among other issues.
“..This County should be thinking of how to employ those ECDE teachers… To reward and to motivate them so that they can give our children the best.” MCA Kyene urged.
The Kitui County Public Service Board was further tasked to employ ECDE teachers on a permanent and pensionable basis as well provide them with decent working conditions and terms of service like medical cover, pension, protection against unfair dismissal, and all other consequent benefits.
The committee also strongly appealed to the Budgets and Appropriations Committee to make deliberate efforts to source funds in subsequent budget estimates so as to functionalize and enable the County Ministry of Education, ICT and Youth Development increase access to universal basic quality and equitable education.
